Why do the water chiller display ice on the copper tubes

The day before yesterday, we received an email from Netherlands user who specialized in plastic products. She said S&A brand is the best brand on the marked have purchased several coolers in the last few years which work very well at the time. However, one of the first chiller CW-5200 has a problem they can not solve by themselves.
The problem as below:
When she starts the chiller it makes all the normal sounds end starts to cool the water.
But the water is not cooling down it takes more than 60 minutes.
If they start the laser tube CO2 80 watt, the temp rises very quickly and is not going down. The chiller is working and there is ice on one of the copper tubes that goes into the water tank.
According to the failure description, there is probably refrigerant leakage.
We suggest to stop running the chiller and let the ice melt. Then use a towel wetted with cleanser essence water to wipe on all the copper tubes. There will be bubbles on the leaking point. Or check if there is oil stains on the copper tube, also leaking point. And then welding the leaking point.
